IndyCar: Who’s in, who’s out heading into 2020

Who will not return from the 2019 IndyCar season for the upcoming 2020 campaign, and who will be a part of the driver lineup throughout the year?
A total of 21 drivers have been confirmed as full-time drivers for the 17-race 2020 IndyCar season, including one that is slated to drive for multiple teams.
In total, there are 24 full-time entries that have been confirmed for the 2020 season, but because of the fact that one full-time driver is slated to drive two cars throughout the year, this means that there are four, not three, confirmed full-time entries without full-time drivers.
The part-time driver lineups of each of these four full-time entries have also, in fact, been confirmed.

Last season, there were 19 full-time drivers, although only 18 of them ended up competing in each of the 17 races on the schedule.
Of these 19 full-time drivers, who is in and who is out heading into the 2020 season?
A total of 14 of these drivers are slated to return to the series in a full-time capacity in the 2020 season, with seven additional full-time drivers set to join them.
Of these 14 drivers, 12 are set to return to the same team in 2020 while two switched teams. Of these 12 drivers, two are set to say at the same team but switch cars.
Of the five full-time drivers from the 2019 season who are not slated to return as full-time drivers in 2020, three are still set to compete, just not in a full-time capacity. Of those three drivers, one is set to do so at the same team as he did last year.
So who is going where ahead of the 2020 season?
